my picture is jumping on a brand new samsung 46 240Hz 150K

my picture is jumping on a brand new samsung 46" 240Hz 150K contrast LCD i purchased last weekend. originally, the signal was low to the TV (as it is downstairs and we had to split the line to get a feed). the repairman came and looked at the setup, boosted our signal and fixed an HD problem from their end - but the picture is still jumping. is this a cable provider problem or a TV problem?

problem doesn't exist when you hit the self diagnostic option on the TV (it's a still frame of a picture ) - it doesn't jump.

 

model number - LN46B750U1FXZA

 

the problem is not there when the PS3 is connected. the problem is not there with a DVD or BlueRay.

yeah cable box DVR and HD all that junk. it's through TimeWarner
