I have a toshiba 62hm84 the red and green light was blinking, so I replaced the bulb, when I first replaced it,it came on , I had turned it off that evening, and it would not come back on. It started blinking red and green again showing bad bulb, I called the place of purchase, they replaced the bulb, replaced it it still wont come back on....

This seems to be more common of a problem..
I have seen this problem several times before. This series of Toshiba sets tends to develop bad solder connections or "ring cracks" on the ballast board - this allows some contacts to not make contact, and esentially makes the ballast board not function.
If you have any electronics repair experience, or know anyone who does, I would say to Carefully remove the back cover of the set, remove the ballast board (its the one with the two large wires going to the bulb) and resolder every connection on it. This is time consuming, but worth it. Keep in mind, If you dont have any repair experience, I would not recomend this as TV's contain voltages inside that can injure or even kill you if you dont know what you are doing.
Otherwise you could order a NEW ballast from http://www.encompassparts.com/ but they are $153.00.

is the ballast board the silver box toward the front of the tv beside the bulb?
Yes, It (if memory serves me correctly) should be on the right hand side, as you are looking at the BACK of the tv. It will be the board that has the 2 large wires coming out of it that go to the bulb socket.
