It happens consently. You can not turn the tv on and the red light just blinks consistent if I unplug the tv it comes on brielfy and then turns right back off and starts blinking again. I dont have the modle with me

at first yes.

The problem seems to be with the power supply. There might be bad components such a ICs and rectifiers. But you'll also need to check the flyback and horizontal output transistor. Since you felt static, I doubt it to be the high voltage.
The bad components are a result of heat or cold solders etc. If you want to repair it yourself then you should be having proper knowledge about the internal circuitry of the TV.
You should also require a multimeter and soldering equipments and schematics.
