The compressor clutch is not engaging. The fuse is good. There is no voltage at the clutch plug. The fan runs but appears no signal is present to engage the clutch

The problem could be quite a few thins. If the light comes on odds are the control head is ok but it may be the compressor relay, evaporator temperature sensor, wiring, the refrigerant pressure sensor, or low system change.
The most common cause of a compressor not engaging is low system charge. The first thing that should be done is check the charge level, either by recovering and recharging the system, or at least checking pressures.
If pressures are found to be ok then the pressure sensor will next need to be compared to what is shown on a manual gauge set.
