Hi, I'm Bruce. I was pulled over for not wearing my seatbelt (in San Francisco, CA). I don't want this to affect my insurance so can you tell me if it is a moving violation? I am on disability and in Ch. 13 right now so paying the ticket as well as paying you is difficult.

Failure to wear a seat belt does not put any points on your driving record unless the person not wearing a seat belt was a child, see
