Hello, The judge's ruling is not "binding precedent" in any court outside of the judge's jurisdiction. Rather, the ruling is considered "persuasive authority," which means that other courts can decide independently whether or not to follow the judge's ruling. Only after a court of appeals rules on the same question, does the case become precedent throughout the state. I hope I've answered your question.
