the temporary license is only good once received, and if your current license expired, upon being pulled voer, an officer can still issue you a fine.
I agree that it is highly unlikely the officer would cite, but he can do so. This is why perhaps waiting is a good idea
Is that also true in colorado? I have a California Driver License but I drive in Colorado
That is true in all states. You must present a valid copy (not an expired one), or else you are deemed to drive without a license
Can I get any approval from the CA DMV electronically so I can drive before receiving the temporary?
What some may do is print out a temporary license that is good enough until the real one comes in the mail
perhaps such an option can be pursued with the California DMV
That would then be sufficient.
