28 mph over limit in Cook County, Illinois (63 in a 35). Is this still a minor traffic offense since it is under 30? Can they send me to jail? First offense and have been driving for 45 years.

Can you look at your ticket and tell me whether it says that you can pay via mail or online or whether the "must appear" box that requires you to go to court is checked?

Yes it does say that - code 11-601-b

You should not be facing any jail time. The only speeding charges for which jail time is prescribed, because they are misdemeanors, are 31+ mph over the speed limit and 41+ mph over the speed limit:
(Scroll to 625 ILCS 5/11-601.5).

Because you have a clean driving record you can try to negotiate with prosecutor to reduce the speeding ticket to a lesser number of mph since 25 mph + results in 50 points on your license. It may be difficult because your speed was pretty high, but because it is your first offense they may agree to knock it down to 15-25 mph (which is only 20 points).
