I got a red light camera citation in Los Angeles for $ 480.I did not drive (a friend of mine did)I asked for an extension. The extended due date was 9/16.I heard who has not payed yet does not have to pay due to the closure of the program.Do I have to appear at court?Do I have to pay?Thank You,Jens
Thank you for the post Jens, no you do not have to pay. Because the tickets and program have been declared unenforceable there is no obligation to pay. Please let me know if you have any follow up questions.
I found this on the LA Superior court website:The City of Los Angeles has decided to end its red light camera program on July 31, 2011. The City's action does not stop the processing of outstanding red-light citations. It does not eliminate penalties associated with red-light citations. It does not constitute grounds for a refund of any money paid on such a citation. Anyone issued a red-light citation must resolve it within the specified time limits or face certain penalties as prescribed by law
Will I have collection agencies asking to pay?
The ticked was issued before July 31st
are there any adverse effects for my driver's license and vehicle registration
Yes, the language distinguishes between red light camera tickets and red light tickets generally. The real issue is that LA wants people to keep paying for the red light camera tickets and does not want to state that they do not have to. Here is a good article on the subject:

There are no adverse effects on your driver's license or vehicle registration.
so I just rip up the citation and will never hear about it again?
I would not rip it up, but you should never hear about the matter again in any meaningful way. You may receive a call from a collection agency but the matter would not go on your credit report so long as you never arrange to volunteer payment.
Thank you
