Using the diagram below.
Lets go over the powers and grounds once again at the ECM connector.
E3-3 power all the time
E3-1 power with the key on
I assume all are going to be good after your second test. If so with the key on unplug the cam and crank sensor and confirm there is reference voltage 5 volts there. If not then you may have a sensor or wiring grounding out your ECM.
