2007 prius, removed main battery, tested each cell - all

hello:
JA: What is the model/year of your Toyota?
Customer: 2007 prius
JA: Are you fixing your Prius yourself? What have you tried so far?
Customer: removed main battery, tested each cell - all showed 7.9V... re-installed, and replaced 12V battery.. Car still shows red triangle and will not go to ready mode
JA: Have you tested the battery with a voltmeter? And can you see if it's leaking or not?
Customer: yes, no leaks.. all battery cells show same reading 7.9V
JA: Anything else you want the mechanic to know before I connect you?

Did this problem occur before or after the main battery replacement?

before main battery replacement. Red triangle would appear and disappear - last 4 days.. yesterday at stop light, red triangle re-appeared and lost lots of torque.

Did you replace any of the cells or did you simply check their voltages?

did not replace any cells. Once main battery removed from car, and after removing all of the orange bus connectors - All cells read between 7.9V - 7.8V... Did not find any cells with signs of any damage either - no leaks

Is the orange safety disconnect locked into place properly (inserted, closed, and then handle pushed down?
