98 Tercel, Horn doesn't work (even new one) but hear a click in engine compartment fuses?
JA: Have you checked the fuse number? Does the fuse have the correct amperage for the circuit it's in?

the click you are hearing is the relay working, so lets rule that out

However, al the big square fuses, where can I find the one that is the relay switch, as my quick research led me to that?

Forgot to mention car didn't start this week.
Battery and alternator were replaced.

apparently the car doesnt have a relay for the horn, but works through a fuse that also controls the hazard lights and theft deterrent system. but i want to make sure of that

none of my manuals show a horn relay. so you need to get a voltmeter, get access to the horn, remove the connector and check for voltage while someone is pushing on the horn pad of steering wheel.
