Hello, in most cases this is because the spring that pushes the door open is broken, have someone pull the release lever while putting slight pressure between the car body and the fuel door, a thin screwdriver or piece of wood, check the release spring a piece is probably broken off, the Toyota dealer can sell you a new one and install it for you or you can do it yourself.
