The been or connector to the back of the airbag will be powered up all the time if you ground that the any metal part of the steering column it will cause the horn to activate. What exactly is going on with your car? Are you saying the connector to the the horn itself and it's constantly receiving 12 V causing the horn to blow as soon as the connectors plugged into the horn?
