Hello...welcome and thank you for using Justanswer.

It looks like the vent valve ,part of the evap system is stuck closed.

Try to put the gas slowly ,the tank does not breath once the valve is stuck closed,you will need to pump the gas slowly or use a gas can to slow the gas flow into the tank.

To solve this problem a new bladder gas tank, the charcoal canisters plus misc valves will be replaced. $1500 to $1800. Prius, 2007, has 191,000 miles.

Hi there ,I am sorry for the bad news.

Yes ,the gas bladder is a bit common problem on this vehicles ,there are complains of erratic fuel gage readings ,spitting gas back out and problems filling the tank all way up.

About the other items ,they are common to go also but not all at once .

I think you should have a second opinion ,I believe this shop is trying to cover all the possibilities replacing every single part on the system.
