1991 Toyota Pickup..put new rebuilt 30 engine, brand new

1991 Toyota Pickup..put new rebuilt 30 engine, brand new injectors, wires, cap, rotor button, distributor, new fuel pump, new gas tank. It has not power going up hill at all, just will pull in 1st gear at 10 miles a hr..no engine miss, no back fire, cleaned catalytic converter our and there's no power. What could be the problem?

I bought this engine off a guy that's been rebuilding these in a shop for 25 yrs. So I don't feel that that's the answer. Any other suggestions?

He may be a 25 year pro but my master techs make the same easy mistake. I would check that before doing anything else.
