Thank you for allowing me to help you with this concern today and am sorry to hear that this is happening. I will have to ask you a few questions so that I can get a better understanding as to what may be going on with your Corolla.

Are we talking about a key that starts the car or a remote that locks/unlocks the doors?

Like insert the key twice then open and code the door etc...

Try this:

Start with the key out of the ignition. Open the driver door (all other doors are closed). Driver door is unlocked (other doors don’t matter).

Perform these steps within 5 seconds

Insert the key into the ignition (don’t turn it) Pull key out
Insert the key into the ignition (don’t turn it) Pull key out

Perform these steps within 40 seconds

Close, then open the drivers door.
Close, then open the drivers door.
Insert the key into the ignition (don’t turn it) and pull it out.

Perform these steps within 40 seconds

Close, then open the drivers door.
Close, then open the drivers door.
Insert the key into the ignition and leave in the ignition.
Close the drivers door
Turn the ignition to ON (as far as you can go without cranking the engine), then back to off .
Remove the key from the ignition.

Within 3 seconds, the power door locks should lock then unlock automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.

Perform these steps within 40 seconds

Press the lock and unlock buttons on the transmitter simultaneously for 1.5 seconds

Immediately after letting go of the lock and unlock buttons, press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should lock then unlock once indicating successful programming. If the door locks cycle twice, repeat steps 6a and 6b as the remote was not accepted.

Ok, if at the end the key wont program, you can turn the key twice and then pull it out, this will erase any other remotes and allow you to program just the one you have in your hand. This is a full reset procedure.

At the very end ...

Close, then open the drivers door.
Insert the key into the ignition and leave in the ignition.
Close the drivers door
Turn the ignition to ON (as far as you can go without cranking the engine), then back to off and the do it again.
Remove the key from the ignition.

This above is what you should do. Compare it to the other instructions and you will see what I changed.

Yes, that could be the problem because it sounds like, and you have, the correct instructions so there has to be an external issue going on.
