This is caused by one of two things, either the IG2 relay is bad or the combination meter is bad.

Check the voltage of the gauge2 7.5amp fuse. With the ignition switch turned off the IG2 relay points should be open and there should be no voltage on the gauge2 fuse, if there is voltage replace the relay, if there is no voltage replace the combination meter.
