Next the switching valve needs to be checked, is this a V6 or 4 cylinder?
Ok below is an image of where vsv for egr is. Also I circled the modulator too, this can sometimes get clogged with soot of debris. you can use a 9v battery to test the VSV, make sure it clicks on and off, you should also check that it seals(If i remember correctly, if not is visa versa) when its off and lets air through it when its on.The top can be removed on the modulator, its got a filter on it and you can remove and check that all ports are clear.

VSV is the most common culprit for this issue
Although the modulator is the easier thing to check. see attached torn diagram on modulator.
