Hello. Welcome to Just Answer. Please allow me to assist you. The number one reason Toyota transmissions do not shift into overdrive is due to a too low coolant temperature. The transmission shift into overdrive is prevented from happening if the coolant us at or below 177 degrees F. This is common if the thermostat is faulty (staying open too long or not closing properly). I would recommend replacing the thermostat before you do anything else.
