When turning the wipers off do they return to the bottom of the windshield or does one not return and get stuck in the middle of the glass?

What I would recommend is to turn the wipers on and then off, let the motor stop, if one or both of the wires do not return to the bottom of the windshield move them down by hand if possible, remove the small plastic caps where the wiper arm attaches to the shaft, you'll see a 10mm nut on each wiper shaft make sure these are tight and tighten if necessary, this will keep the wiper arms from slipping on the shafts, which is what this sounds like to me, let me know if this helped, thank you.
