I'm thinking it has something to do with the anti theft system. Is there a way to disengage it.

Hello, thanks for posting
It has an engine immobilizer system, that's the reason for the chip in the key, the computer needs to recognize the correctly programmed key, take it to the Toyota dealer and have them connect their computer to program your key, it can cost between $50-100, there is no way to over ride or disable this function, it's integrated into the control module.
