All I've done is locate the sensor and the relay box and familiarize myself with the wiring harness. The next thing I was going to try was to disconnect the sensor and see if the fans go off when I start the car.

Good! It looks like you have done your homework so far. If you disconnect the sensor and the fans turn off, then the sensor is the problem here(and is also what we see most often).

With air conditioning in off position I started engine and both cooling fans started running right away. I disconnected the sensor and the fans continued to run although engine ran a little rougher. Then I pulled the relay on both fans one at at a time and each fan stopped upon pulling its relay. The engine was cold when I started it.

Where is the sensor located that you disconnected?

There are two sensors right next to each other. The one on the left closest to the valve cover I determined as the cooling sensor and that is the one I unplugged. Both fans continued to run after that.

And this is the 4 cylinder (5sfe,3sfe) engine correct?

4 cylinder for sure. Would need to check the other 5sfe,3sfe.

Ok then. The sensor you need is located at the bottom of the radiator. Just pull that one (leave everything else connected) and see what happens.
