Toyota Camry XLE: My 04 camry has a diagnostic code B1821 (drivers

My 04 camry has a diagnostic code B1821 (drivers side airbag) as qa stored code. The airbag light comes on and off randomly. I was told that if it is the driver's airbag is faulty the airbag assembly is not separate from the seat resulting in a huge expense. Is this correct?
