1996 Avalon: Cruise control often fails to respond when lever pushed

Resolved Question:

I have a 1996 Avalon. Cruise control often fails to respond when lever pushed. Light on dash will start to flash and key must be turned off and then back non to reset. Been to dealer several time-they have no idea.
