There is no easy way to get the switch out without getting it to the acc position, sometimes using another key and lubing the keyhole with a thin oil may get it there, I would even try to have another key made sometimes a worn key will cause this. If nothing else more drastic measures are needed.
One you have located the hole where the release pin is use a hammer and a flat nosed steel drift and try to force the release pin in, the other choices is to drill the lock cylinder out, in which case you may damage the lock housing, use a metal cutting tool and cut the part off the housing where the pin is located and cut the pin off or call a locksmith to your location to see if they can get it out.
