My 2004 Avalon wiper blades do not stop in the down position

My 2004 Avalon wiper blades do not stop in the down position when in intermittent mode and stop in the middle of the wind shield. They work fine in the slow mode but don't stop in the down position when I turn them off. This just occurred. Prior to this week they worked fine. Any thoughts? Thanks!

Yes, there are three wiper positions on the handle...automatic, slow and fast.
Okay. The problem is typically with the wiper relay module. This is located under the dash as shown. This controls the starting and stopping of the wipers.
