When you insert the key, can you turn the lock?

NO I cannot

Thats not good for us. Have you tried getting a new key cut--either by VIN or tracing?

I already ordered a new ignition lock cylinder online. How can remove existing and install the new one?
Expert:  Genchi Genbutsu replied 6 years ago.

You will have to remove the surrounding trim to access the lock. On the bottom of the cylinder there will be a small hole with a pin in it. This pin is what keeps the lock in the cylinder.

That pin is needed to be pushed in but since you cant turn the lock, you wont be able to push it in. You will need a hammer and punch, and you will need to punch that pin inward, in order to pull the lock out.

Here is a video that will help you 'see' what I am trying to explain. If you fast forward to near the end you will see him push the tab in. Your Toyota will not be a tab but a small pin hole located at the bottom.
