I just received my property tax bill and believe I was overcharged. What can be done to reduce my property taxes and is it even possible?

It won't be easy to have the property taxes lowered on your property. However, you can try by having a full appraisal done on your property. If the property appraisal is significantly lower than the tax bill states, you can go to your tax assessor's office and request a RE tax Abatement. You will need to show the assessor's office the appraisal and tell the office you are a wanting a reduction on your taxes. You will only have 30-60 days to contest the tax bill and turn in the RE tax Abatement application.

The assessor's office will have to provide a valid reason if they disagree with your appraisal. If you cannot get the taxes lowered before the town board members, you can take your argument to the District Court and request a lower tax assessment based off of the appraisal that you paid for. However, the cost of an attorney may eat any profit that you would gain from the lowered tax cost. You will have to decide if the fight is worth your time and money. Many people have been given abatements when they take the situation to court. You should probably find out what the assessor's office will do when they receive you're RE tax Abatement application before hiring an attorney.

I received a tax collection demand for property taxes on my vehicle for the 2 years that I did not live in CT (2002 & 2003). What is my recourse?

You should be able to repair this damage by going to the DMV. This should prove that you didn't live in the state for the time that you are being taxed on. Many people face this issue when they move out of state but fail to turn their state plates; they are usually sent a bill for unpaid taxes. You will probably be able to clear the mistake up with a couple of phone calls and showing the tax assessor that you were not living in the state at the time of the taxation.

How can I continue with an appeal on property tax through the Magistrate Court? The County says I didn't return a valuation letter within the 30 day timeframe to argue the amount. The letter was sent 1st class but I never received it.

When you have a tax appeal, the Magistrate court wouldn't have jurisdiction over the case. The case would have to go through the Superior court. There are many cases similar to yours heard in court on a regular basis. The assessor states that the tax notice is sent through 1st class mail. When this occurs, it's up to you to convince the court that you never received the letter because it was never sent and there is no proof that the letter was sent. You would then ask the court to order the tax assessor's office to take notice of the appeal.
