Is calling a phone number to see if I was calling the right number considered harassment?
In most cases, it is considered

I was employed by a family owned business. I had a home built and my salary was being with held every month for the mortgage that wasn't on my name. I did have deed made out to my name. The deed was stolen from me before filing it in the county, by the person who held the mortgage and tranfered the deed to his mother and father's name. They evicted me and I had filed a harassment law suit against this man. He filed a countersuit I destroyed the home. When I intially went to court and told the judge I have all these documents signed by the son the judge said who is this person. His mother and father owns the property and they want you out. She gave me one week to leave. If the property was not own by the son can he file a counterclaim against me? I need the laws that supports and covers this area?

I live in PA. I have filed bankruptcy, but I am not permitted to write off AES government or Sallie Mae personal academic loans. AES has been working with me, and long term, I am hopeful I will successfully repay those debts. Sallie Mae in turn, is basically, but I believe legally, harassing me. Perhaps legallly, until Wednesday.
Background: I do not dispute the debt. I am unable to make the payments they require (and I know I agreed to them) at this time. Attempts to communicate with them have completely broken down. BotXXXXX XXXXXne, they are unwilling to agree to a payment schedule I am able to afford. I know, because I begged them. They want me to pay them about a third of my net take home pay every month. I really tried working it out. I was proactive with them, trying to do the right thing to the best of my ability, trying to communicate with them.
In response to my attempts, I was asked by an employee of Sallie Mae if I had committed fraud by lying on my initial loan applications, since it seemed clear I had no intention of ever repaying the loans, and perhaps I would prefer if instead they simply took hardship forbearance off the table too. The person speaking was very careful with their words, so I suspect no harassment law was broken, but the line was danced upon, and the threat was clear. Pay the fee we want from you today and we'll reset the clock, or pay in full (which we see here from your voluntarily provided financial information you cannot do), or get a different lender to refinance your debt since we have discontinued our consolidation program we had told you would be available at this time, or we will continue to harass you until you force us to get a judgment, and trust me you don't want that. That was the day I decided I would wait for the inevitable and no longer attempt to engage with them, because there was nothing more to say.
In the past, I have paid fees to them in exchange for "bringing my account current" and rolling my past due balances into interest accruing principal. I have kicked the can and played by their hardship rules, because I qualified - then and now - for hardship under their definition. My household income has been halved since first I took those loans. I have filed bankruptcy due to medical bills and financial hardship. I have lost my home. I have depleted my savings and live hand to mouth with no credit and no credit rating either. And the economy is bad. I am trying, but ends don't meet right now. For another fee, they would grant forbearance again today. I don't want to do it again, because I can't even afford the fee, and the calls will simply begin again in another month, but with an even greater new principal balance.
They call me up to 6 times a day, but won't accept anything I have to say other than "here's my full payment". I understand I cannot stop them from asking. They have made it clear that while they will accept partial payments, it is basically throwing good money after bad because they will force a judgment anyway for lack of payment in full. Okay. Well I can't pay the full payment. That's that. I am now waiting for either a miracle windfall or the inevitable judgment, as they have presented no other viable options, and again, I do agree that the debt is valid and have no reason to fight their claim.
BUT: Is Sallie Mae legally allowed to contact my employer and reveal they are trying to contact me, and also request my employer's assistance in gathering specific employment, payroll, residence, and other personal contact information? Is my employer legally required to acknowledge or respond to this request? Today they sent a fax to the open, non-private fax machine at the company where I work, generally addressed to "Human Resources", identifying themselves, me, and used no cover letter. Yesterday, they also called the main company number looking for me, and were placed into my voice mail. I have never given them permission to call this number, and I have specifically informed them in the past I am unable to take personal calls at work. I AM the human resources department here, so I can verify they have never called privately to ask for the human resources department, seeking any discretion in this matter. I now have an employer and co-workers who have been told by Sallie Mae that they are urgently trying to contact me and do not have useful contact information. By indicating to anyone who answers the phone or might see their fax that they have a business relationship with me, and by indicating they also cannot reach me, they have defacto revealed a negative personal financial matter to my peers and to my employer. Aside from the humiliation, I could be fired.
At what point have they crossed the harassment line? I have endured their private torturous conduct, but now they are directly impacting both my privacy and my livelihood. What are my rights? Do I even HAVE any?
