This is probably a scam if you are required to pay any money. Publisher's Clearing House would not do this. Think about it, if the IRS was collecting tax money it would be MUCH more than $770.75. Also if they contacted you instead of showing up at your door with a big check and a bunch of hoopla, it is probably a scam.
