This is an addition to my question. My step children reside in the Philippines. They are permanent residence in the Philippines. They are not in the process of immigrating to the united states. They have never lived in the united states. They have never visited the united states. Am I allowed to claim them as dependent I have supported them since 2011. Both biological parents are deceased. Father 2011 mother 2000.

I'm so sorry,but you cannot claim a person as a dependent unless that person is a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico.
