Hello

Parental leave benefits are paid out by the federal government through Employment Insurance
EI benefits are taxable. This means that federal and provincial or territorial taxes should be deducted from your payment.

If you are a US person then they would be taxable to the US as well. If you are a US citizen or resident alien you would be allowed to claim a foreign tax credit for the taxes paid in Canada. If you are not a US citizen or resident alien the payments are not taxable to you in the US.
