Yes - you may claim unrelated person as a dependent if that person is living with you as a member of your household.

OK - so we need to verify if he may be your qualifying relative.See IRS publication 501 here - page 12 -http://www.irs.gov/pub/irs-pdf/p501.pdfTests To Be a Qualifying Relative1.The person cannot be your qualifying child or the qualifying child of any other taxpayer.2.The person either (a) must be related to you in one of the ways listed under Relatives who do not have to live with you, or (b) must live with you all year as a member of your household (and your relationship must not violate local law).3.The person's gross income for the year must be less than $3,950.4.You must provide more than half of the person's total support for the year.

So far -
1- that person is not a qualifying child for any other taxpayer
2. he lived with you all year as a member of your household - correct?
3. please verify his gross income - if it is less than required threshold - that is OK.
4. and finally - do you provide more than half of the person's total support?
So far - as long as all these tests are satisfied - that person may be your dependent.
