i received a letter from the state of California franchise tax board stating that a Demand for payment court ordered debt collection that is due in full in 10 days. I cant afford to pay the amount requested

If you can't afford to pay the debt in full, you need to contact the FTB and let them know this and try to work out a payment plan. Pay as much as you can, and request a payment plan for the rest.
