a CP59 letter is a request for a tax return because the IRS thinks you did not file. What is the Code 9 in reference to on your letter?
At the top right of the letter is a list - Notice, Tax period, Notice Date, SS", etc. The last item is Select Code and inserted is the number 9
I do not believe it is relevant to the taxpayer.

It probably refers to which package generated this letter. Package = IRS software package that analyzes taxpayer data

That is a direct answer.
It has no effect on the requrest for your return.
It does not tell me what the code means. In other words, how many days, years delinquent, errors on prior returns, random selection, etc.

THe IRS receives tax documents from many sources. It likely indicates the type of source, but I have no way to look in the IRS computer to find it.
Now that I found a recent CP59 letter....
That Select Code 9 has to do with when you call into the IRS at the phone number, the computer will ask you which Code you want to press. It basically directs the call to someone who is handling your type of case specifically so you don't end up in a queue for a non-filed business return, for example.
