Do I have to enter the code for line 12 in W2 even though the amount is 0.00?

Hello neo,

As long as the amount in that box is zero, you do not enter the code letter. Some employers have certain code letters on their forms as a default, even those they do not apply to all employees. So as long as the dollar amount is zero on that line, you do not enter anything at all.
