Hello salor,

Whenever you apply for a passport, you are required to provide your social security number, which is then forwarded to the Department of the Treasury.

The IRS does have the authority to keep your passport from being issued, but they normally only apply this authority in cases where you have significant oustanding tax debts or if you have been charged with tax evastion.

But, the answer to your question is yes, the IRS is notified when you apply for a new passport.
