If my husband signs a quit claim of our house to me (I was the previous owner before we married) will the tax base change?

The tax bill is made out by the Los Angeles County Tax Collector.

Another point, I don't think that I made. The quit claim is being made for estate planning purposes. Presently, my taxes are based on Proposition 13 and are thus low. I am concerned that the tax base will be raised due to this quit claim.
