Generally SITW is based on where the workplace is located - in your case NJ SITW is required.


Some companies may provide additional withholding based on employee's residence - but are not required to do so.


The employee will file NJ tax return as no-resident and NY tax return as a resident. On NY tax return he/she may claim a credit for taxes paid to NJ.
