I am a Michigan CPA that has acquired a PA client. Client lives in Dover PA and works in York PA. From the best that I can determine there is an occupation tax (name is misleading) that is part of W-2 withholding, PA state withholding, and local taxes. When i had a Philly client before I did not need to file a Philly income tax return since the employer remitted the correct tax to the city. Is this the same for the smaller cities. Also, isn''t there some local borrough tax filing that i may have for this client (Dover?). I can''t find any local forms on my Pfx tax forms. Alternatively, are there any on- line forms for the borroughs tax returns.

Please reread the question. I was able to determine from my internet research that the occupation tax was $52. I was looking for guidance on the other city, county or local burrough taxes that must be filed. I made reference to the last PA client that i had who worked in Philly. Philly did not require an income tax return for it, so i was asking if other communities like York (where client works) or Dover (client lives) have no return requrirement and if a return is filed is there an online resourse for filing the local return since my tax software (ProSystem Pfx) does not have the local taxing jurisdictions listed.

This helps. Is the earned income tax based upon where you work or where you live or could both apply. Also, is the York Area tax form interactive?

Since my client works in York and lives in Dover, then i conclude that he may only be subject to the York Area earned income tax.

It is based on where you live. Yes, he is only subject to the York Area tax. The form can be filled in online but must be mailed. See the links below:
