Taxes on inheritances are not taxable to the recipient. They should be taxed before the money is distributed to you. Money distributed from a pre-tax savings plan (401, ira, etc) is the only time that you will have to pay tax.
If someone is requesting that you pay to receive your inheritance, this is a scam. It's all over the internet right now. Inheritances are tax free (taxes taken care of by the estate before the money is distributed) so they should almost never cost you money.
If someone wants you to pay to receive your inheritance, this is probably a scam.
I suggest that you shake the family tree a little to see if a long lost relative falls out. If not, this is not a legitimate deal.
