There is a short, check the trailer harness connector on the drivers side, I have seen the connector melt causing this problem. Also check the brake switch and connector. Unplug the switch and see if the fuse blows.
You need to start unplugging things one at a time that are powered by that fuse until the short is gone.
The trailer connector in in the rear on the drivers side behind the trim panel.
