We purchased a pre owned 2016 Outback this spring. Today

We purchased a pre owned 2016 Outback this spring. Today when we were driving, the winshield steamed/fogged up on the outside. It is the lower part of the winshield and does not get in the line of vision. Ity stayed this way even after an hour of driving.
It is a little humid here to day but not that much.
The only way to ghet it to go away seemed to be to turn on defrost at the high est temperature with fan speed up. This would remove it but it would come right back.
Is there a different control setting that we should use? Does this type of thing indicate something is not functioning correct?

This vehicle has defrosters on the lower part of the windshield to keep the wipers warm and from freezing to the windshield. I am thinking if they were on causing the lower part to collect the condensation from the temperature difference.
