When I turn the key to start the car the dashboard lights

Hi, when I turn the key to start the car the dashboard lights flash but the car won't start.. the headlights work , the inside roof light blinks. Could it be the battery?
JA: Is the car in "Park" or "Neutral?" Do you know if your car has a "wheel lock" feature?
Customer: It's in park I don't believe it has wheel lock as I was able to put it in neutral.
