Battery was dead after dome lights left on. Hooked up starter battery and horn went non stop. Disconnecting and reconnecting negative terminal stopped horn but car not cranking and no dashlights. 2002 outback

Hello, my name is***** for the question. It sounds like you have a failed battery. If the battery ha failed internally and it shorting then this will occur. I would have the battery load tested or replace it. If the battery is fine then you may have a short in the fuse box or a programming failure from the loss of voltage.
