first, do you have a test light or volt meter?
Second, and i know it may seem stupid, but did you check the window lock button?

Sorry for the delay, I am looking at the wiring diagram to try and determine which of the fuses you need to check. Without a test light or volt meter we are going to have to physically look at these fuses to make sure they are good.

I pulled and checked #3 fuse it was good

The book said 27 was power window relay, that slot is vacant

Well, it isn't likely it just fell out of there, so I still think even though the book is showing it, I would not be to concerned with that just yet.

There are several more fuses to look at, problem for me is I am not sure if these are inside the car or under the hood.

If these are all good, then it would more then likely be the window main switch causing the problem. All the power goes through that switch because of the lock out button. I will see if I can locate a diagram of that relay location so we can be sure. Please check out these other fuses.

The power window relay should be in the box under the hood. Sending a diagram of it's location for you.

If all those fuses were good, then you are going to need a test light to check the power to the main switch.

This should be covered under the 3yr/36k warranty i believe however.
