I need to use concrete to level the floor on a second floor apartment. The apartment is 700 square feet. The existing floor is made of concrete. How much weight can the floor safely hold?

No. the subfloor or existing concrete layer is about 12 inches thick.

22" is VERY thick for a concrete floor. Especially in a residential application
