Is a small crack in the wall a serious concern if it has been repaired and repainted. Is it part of a foundation problem or does that refer only to floors?

It could be related to a foundation problem.

What you need to do is monitor the crack locations periodically and mark down your observations in a notebook, with time and date. This way you can verify if the crack is progressing or seems to be static.
