Can lag screws or bolts be used in Wood I Joists to hang ceiling mounted garage storage shelving?

Hello. I can help. What size and length? Do you want to go vertically into the bottom or into the side. Top flange or bottom flange?

Shelve is 4' x 8'. Rated up 600 lbs. Securing vertically into botton flange.

I would strongly recommend against hanging that type of load off the bottom flange in that manner. If the bottom flange separates from the web, you can have a very serious problem.

I would use 2x blocking between the joists with joist hangers and fasten into the bottom of those.
